Immigrant scientists and returning residents

Immigrant scientists are absorbed into and employed at the Hebrew University in three main programs (all of which are partially funded by the Center for Absorption in Science at the Ministry of Absorption-  the information that appears here refers to both immigrants and returning residents

Kamea Program A

The program is designed to ensure the long-term employment of immigrant scientists graduating from the Giladi Program and others, as part of existing research groups at universities and public research institutions.

Program principles:

  1. The scientists selected for the program will be employed in the research track of the Hebrew University with the degrees of ancillary researcher, senior ancillary researcher and associate researcher (equivalent to the rank of lecturer, senior lecturer and associate professor in the regular academic track).
  2. The procedures for appointments and promotions will be done as specified in the bylaws approved by the Standing Committee.
  3. The terms of employment and the salaries of the scientists will be as per the research track. Pension insurance will be made via independent insurance companies (or other accumulating funds). The university has no pension obligation towards those employed in the Kamea program
  4. The Kamea program will be funded by the Ministry of Absorption, the Council for Higher Education (CHE) and the receiving scientist at the university. The amount of financial participation required by the receiving scientist will be determined by the CHE and will be updated from time to time.

Note: This funding (government and participation) will continue even in the event that a scientist is appointed in the regular academic track, as long as the Kamea program continues.

  1. The first appointment of any scientist shall be for three years and shall be renewed every three years.
  2. Termination of the employment contract with Kamea can be made under one of the following circumstances:

a.   Discontinuation of finances by the government offices.

b.   Retirement – employees of Kamea retire automatically at the age of 68 at the end of the month of September following their birthday.

c.   Dispersal of the research group / reduction of research activity / retirement of the receiving researcher. In each of these cases an effort should be made to transfer the scientist to another research group (same or other research institution). If this effort fails, the appointment can be terminated. Notice of termination of employment should be given in advance as is customary with respect to the research track

d.   Unsatisfactory scientific performance, which will necessitate proper academic procedure (not including disciplinary violations) which will be dealt with by and according to the University disciplinary committee/regulations).

  1. A scientist who has completed an academic procedure and has been selected for the Kamea program will be entitled to transfer from one research group to another at the same or other institution and with him/her the transfer of funding of the Ministry of Immigrant Absorption, provided there is consent from the employing institutions. In cases where there is no agreement, the issue will need to be clarified by a special committee appointed by the Ministry of Absorption.
  2. A prerequisite for applying for a Kamea program is the realization of two years of assistance in the "Giladi Program". If the institution is interested in applying for a Kamea program, the academic procedure must be initiated during the second year.

Any change in the principles of the program as detailed above will be made solely with the approval of the Ministry of Immigrant Absorption.

Kamea Program B

The second generation Kamea program is intended to promote the full absorption of outstanding immigrant scientists into the academic staff of the institutions of higher education budgeted by The Planning and Budgeting Committee of the Council for Higher Education, who intend to employ during and beyond the government support period. As part of the program, government assistance will be provided by the Ministry of Aliyah and Absorption, to participate in financing the employment of the immigrant scientist for a period of up to 5 years, subject to the issuance of an appointment in an academic position as is customary in the employer's institution.

The appointment procedures will be done by the institution and in accordance with the procedures used by it and as detailed on the website of the Ministry of Absorption

Salary support for returning scientists / immigrant scientists

The process of requesting support for the employment of a returning scientist from the Ministry of Absorption

The scientist himself must contact the Ministry of Absorption (to the email addresses below - according to his field), declare his return, and attach the following documents:

  • Curriculum vitae with list of publications, photocopy of last diploma, certificate of immigrant / returning resident.

  • The supervising researcher and the administrative head of the faculty must check with the faculty accountant the salary costs of the scientist
  • The researcher and scientist must fill out and sign the application form. (attached)
  • In section C, the dean must sign the first row of authorized signatories
  • The administrative head of the faculty must send the signed form with a letter of recommendation from the person in charge of the research program to Sagit@savion.huji.ac.il.
  • Prior to the committee, a consultant from the Ministry of Absorption will contact the researcher and scientist and schedule to meet them in their laboratory.
  • After approval by the committee in the Ministry of Absorption, a contract will be sent from the Ministry of Absorption which will be forwarded to the accompanying researcher and scientist for approval and then signed at the university by all relevant parties.
  • The signed contract will be returned to the Ministry of Absorption, signed by them, and then returned and transferred to the relevant parties.
