The Kamea Program


KAMEA in Hebrew is the acronym of the phrase “absorption for new immigrant scientists”.

About 12,000 scientists have arrived to Israel from the former Soviet Union during the 1990's.  The majority have found employment in the Israeli industry.

In 1997 the Israeli government signed an accord to finance 500 research positions in the research universities in Israel for new immigrant scientists.  The program is intended to ensure the employment of the scientists at the universities until the age of retirement (at the Hebrew University – 68).  Most of the scientists employed in this program are part of existing research groups and will continue to be, so that the program does not require additional infrastructure.    The funding of the program has been agreed upon by a joint committee of the Ministry of Absorption, the Planning and Budgeting Committee of the Council for Higher Education and representatives of the various Universities in Israel.

Implementation of KAMEA at the Hebrew University of Jerusalem:

1.  The scientists appointed in Kamea will be employed in the research track existing at the Hebrew University (see 3) at three ranks: Research Associate, Senior Research Associate  and Research Fellow.

2.  The scientists will be selected through the academic appointment regulations which were approved by the Standing Committee of the Senate.  They are similar to the regulations for candidates in the regular academic track at the University.  However, several criteria are less strict.

3.  The scientists will be employed as researchers within the existing research track at the Hebrew University.  Tenure is not granted in this track and employment may continue as long as funding exists.

4.  The Kamea program will be financed by The Ministry of Absorption, the Committee for planning and Budgeting of the Council for Higher Learning and the scientist's sponsor or absorbing unit (approx. 19,000 IS in the year 2009).

This subsidy will continue in the event that a candidate will switch from Kamea to the regular academic track (the subsidy will be for the equivalent of the position in Kamea).

5.  The initial appointment in Kamea is for a period of three years, to be renewed every three years.

6. The employment in Kamea may be terminated in the event of one of the following:

      a.   Discontinuation of finance by the government offices.

      b.   Retirement – employees in Kamea retire automatically at the age of 68 at
            the end of the September following their birthday.

      c.   Dispersal of the research group.

      d.   Ill-function of scientific performance, which will necessitate proper academic   

            procedure (this does not include disciplinary violations, which will be dealt

            with through the University disciplinary committee/regulations).

7.  Scientists employed in Kamea may move to a different research group within or outside a university, provided that all parties concerned agree to the transfer.

8.  A pre-requisite for candidacy to the Kamea program is completion of at least two years in the Giladi Program.  If the University intends to include a candidate in the Kamea program, the required academic procedure ought to be initiated during the second year of the Giladi Program.

Any changes in the principles outlined above require the permission of the Ministry of Absorption.
